Ghanaian Citizenship & Dual Nationality

Understanding Ghanaian citizenship: who qualifies, how to apply for dual citizenship, and the Right of Abode for people of African descent.

Citizenship by Birth

Under the 1992 Constitution of Ghana, a person is a Ghanaian citizen by birth if at the time of birth:

  • Either parent was a citizen of Ghana, OR
  • Either grandparent was a citizen of Ghana

This applies regardless of where the child is born. A child born in the UK, USA, or any other country to a Ghanaian parent is automatically a Ghanaian citizen by birth.

To formalise: Register the birth at a Ghana embassy and obtain a consular birth certificate, then apply for a Ghana passport.

Dual Citizenship - The Citizenship Act 2002

The Dual Citizenship Regulation Act 2002 (Act 91) allows Ghanaians who acquire citizenship of another country to retain their Ghanaian citizenship. Before this Act, Ghanaians automatically lost their citizenship upon acquiring a foreign nationality.

How to Apply

  • Apply at your nearest Ghana embassy or through the Ministry of the Interior in Accra
  • Required documents:
    • Current Ghana passport (or expired) proving prior Ghanaian citizenship
    • Foreign passport
    • Ghana birth certificate
    • Four passport photographs
    • Completed dual citizenship application form
    • Applicable fee
  • Fee: Approximately $100-200 USD (varies by embassy)
  • Processing: 3-6 months

Important Restrictions

Under Article 94(2)(a) of the 1992 Constitution, dual citizens cannot hold certain public offices in Ghana, including:

  • President or Vice President
  • Speaker of Parliament
  • Member of Parliament
  • Chief Justice or Supreme Court Justice
  • Inspector General of Police
  • Commissioner of the Commission on Human Rights and Administrative Justice (CHRAJ)

Citizenship by Registration

Non-Ghanaians can apply for citizenship by registration if they meet certain criteria:

  • Marriage: A person married to a Ghanaian citizen may apply after living in Ghana for a continuous period
  • Residence: A person who has legally resided in Ghana for at least 7 consecutive years
  • Contribution: Persons who have made exceptional contributions to Ghana

Applications are processed through the Ministry of the Interior in Accra and require approval by the President.

Right of Abode - For African Descent

Ghana offers a Right of Abode to persons of African descent, allowing them to live and work in Ghana indefinitely. This was championed through the Year of Return (2019) and the ongoing Beyond the Return initiative.

  • Eligibility: Persons of African descent from the diaspora (Americas, Caribbean, Europe)
  • Duration: 10-year renewable permit
  • Benefits: Live and work in Ghana without a work permit, no visa required for entry/exit
  • Fee: ~$150 USD
  • Application: Through Ghana Immigration Service or selected embassies
  • Documentation: Passport, proof of African heritage (birth certificate, DNA test, or historical records), police clearance, medical certificate

Renunciation & Resumption

Renunciation: A Ghanaian citizen may voluntarily renounce their citizenship by making a declaration to the Minister of the Interior. This is irrevocable once processed.

Resumption: A person who lost Ghanaian citizenship (before the 2002 Act) by acquiring foreign nationality may apply to resume their citizenship. Apply through a Ghana embassy or the Ministry of the Interior.
