Ghana Notarial & Document Services in Qatar

How to get documents notarised, attested and legalised between Qatar and Ghana — powers of attorney, educational certificates, marriage and birth documents — through the Embassy of Ghana in West Bay, Doha.

Document legalisation between Qatar and Ghana has one defining feature: neither country uses the apostille system with the other in practice, because Qatar is not a party to the Hague Apostille Convention. That means there is no single-stamp shortcut — documents move between the two countries through a chain of attestations, and getting the order of steps right is what saves you weeks of delay.

Using a Qatari Document in Ghana

Typical examples: a Qatari employment certificate needed for a Ghanaian pension or loan application, a Qatari marriage certificate, a police clearance certificate, or commercial documents from a Doha-registered company doing business in Ghana. The usual chain is:

  1. Issuing authority. Obtain the document in its official form. Documents not in English or Arabic understood by the receiving side may need certified translation — for use in Ghana, an English translation is usually required.
  2. Qatar Ministry of Foreign Affairs (MOFA) attestation. Qatari-issued documents are attested by Qatar MOFA, which operates authentication services in Doha (including electronic channels). Some document types need a prior stamp from the relevant Qatari ministry — for example, educational documents via the education authorities or court documents via the Ministry of Justice — before MOFA will attest them.
  3. Ghana Embassy legalisation. Bring the MOFA-attested original plus photocopies to the embassy in West Bay. The embassy verifies the Qatari attestation and adds its own legalisation, making the document acceptable to authorities in Ghana.
  4. In Ghana (if required). Some receiving institutions ask for a final endorsement by Ghana’s Ministry of Foreign Affairs in Accra. Ask the institution that wants the document exactly what chain it expects before you start.

Using a Ghanaian Document in Qatar

This direction is extremely common: Qatari employers, immigration and education authorities routinely demand attested Ghanaian degree certificates, professional licences, police clearances, birth and marriage certificates for employment, family sponsorship and school enrolment. The chain runs in reverse:

  1. Have the document authenticated in Ghana — typically by the issuing body and then the Ministry of Foreign Affairs in Accra;
  2. Have it attested by the Qatari embassy in Accra (or the Qatari mission covering Ghana — confirm the current arrangement before couriering documents);
  3. Present it in Qatar, where Qatar MOFA adds the final attestation that Qatari institutions require.

If you are already in Doha and discover your Ghanaian certificate was never attested, contact the Ghana embassy for advice — in many cases the document must physically return to Ghana for the chain to be completed, so factor in courier time and use a tracked service. Attestation agencies in Doha can manage the shuttling for a fee, but verify any agent carefully and never surrender original certificates without a receipt.

Powers of Attorney

The single most requested notarial service among Ghanaians in the Gulf. Working in Qatar while building a house, buying land, running a business or handling a family estate in Ghana usually requires a power of attorney (POA) executed before a consular officer:

  • Draft the POA carefully — name the attorney (the person acting for you in Ghana), define the powers precisely (e.g., “to execute documents relating to Plot 123 at Oyarifa” rather than blanket powers), and include your details exactly as they appear in your passport;
  • Sign it at the embassy, in front of the consular officer — do not sign in advance;
  • Bring your Ghana passport and QID, the unsigned POA (plus copies), and details of the recipient in Ghana;
  • For land transactions, Ghanaian practice often expects the POA to be registered in Ghana after execution — your lawyer in Ghana should handle stamping and registration on arrival.

Given how much diaspora-funded construction is coordinated from the Gulf, a precise POA is genuinely your best protection against the familiar horror stories of misused funds and disputed plots. Never grant wider powers than the transaction needs.

Other Notarial Services

  • Certified true copies of Ghanaian passports and certificates for use in Qatar or Ghana;
  • Statutory declarations and affidavits — name confirmations, sworn statements for banks, declarations for family matters;
  • Life certificates for Ghanaian pension schemes (SSNIT and others) — pensioners resident in Qatar can have proof-of-life documents endorsed;
  • Consent letters for minors travelling to or from Ghana with one parent.

Fees, Timing and Appointments

Embassy legalisation is generally completed within a few working days once documents are in order — the MFA’s indicative benchmark abroad is 3–5 working days — but the full Qatar-MOFA-plus-embassy chain can take two to three weeks end to end, and longer if a document must travel to Ghana. Notarial fees vary by mission and document type; confirm current amounts and accepted payment methods with the Doha embassy before attending. The mission operates Sunday to Thursday (confirm current hours) — phone +974 4483 1551 or email doha@mfa.gov.gh to check whether your document type needs an appointment.
